Israel was initially expected to repatriate the remaining Palestinians it didn't genocide - JFK Files 1961/62
(archive.is)https://archive.is/b9PFv1 -- After Israel committed genocide on the Palestinians by poisoning wells, burning villages, slaughtering villagers, and more, they were eventually expected by the international community to repatriate the remaining Palestinians they hadn't managed to kill who had fled. Israel responded by letting the world know that it had let in as many jews as Palestinians it had either killed or kicked out, and thus was not required to do jack shit in their view.

Internally, JFK was trying to push Israel very hard to reconcile with their regional neighbors and viewed israel within the lens of a lesser undeveloped country.
